[Bug 447387] [NEW] Deluge web ui's BlockList doesn't work properly

Public bug reported:

Binary package hint: deluge

Deluge web ui's BlockList always has a status of "Blocked Ranges: 0"
unless you you select "Import on daemon startup:" and restart the web
ui.  Then it will say "Downloading".  Those are the only two Status
messages.  I have no idea whether or not it is blocking anything.
