[Bug 448211] [NEW] Cannot load cryptdisks at boot

Public bug reported:
Binary package hint: cryptsetup
Cryptsetup fails with the message "Cannot access device". But after the
system booted, the encrypted partitions can be loaded just fine with
"service cryptdisks start".
If I boot in recovery mode, then cryptsetup does not fail and asks for a
password, but after it confirms that the cryptdisks have started, the
system freezes.
Expected behaviour: It asks for a password and loads the encrypted
partitions.
