[Bug 448262] [NEW] tightvncserver keymapping incorrect

Public bug reported:

Clean 9.10 Beta desktop install.  Starting tightvncserver causes
keyboard mappings to be messaged up.  "s" key shows as a "b".  Same
problem as last 2 releases (still not fixed).

Possible workaround (from old bug reports):  
Inserted 
    export XKL_XMODMAP_DISABLE=1
in .vnc/xstartup just before the line
    /etc/X11/Xsession
