[Bug 448736] [NEW] Default download folder is not ideal

Public bug reported:

Binary package hint: xchat

In the default configuration of xchat, the download folder is
~/.xchat2/downloads. I think it would be better if this was set to
~/Downloads in Karmic, and maybe ~/Desktop on previous version (see bug
#10328)
