[Bug 448828] [NEW] Volume mutes when below 22%

Public bug reported:

Binary package hint: pavucontrol

When i lower my volume to 21%, all sound is muted. Alsamixer shows the
PCM channel as muted and the Master channel is set to zero.  Increasing
the volume in pulse to 22% unmutes alsa's PCM, sets alsa Master channel
to 1%  and everything plays again.

(FWIW, 50% in pulse corresponds to 55% in alsa and 99% in pulse = 100%
in Alsa).

Im using an Audigy 1 card. I don't recall this happening in Jaunty,
though but I used a different soundcard.
