[Bug 450296] [NEW] do not allow file transfer for clients wich telepathy not support

Public bug reported:

Telepathy (or  empathy) should not give the file transfer option with client's which not really support it. For example:
user A use empathy and user B pidgin. If user A will send file to user B he will get transfer window which doing nothing ... no error messages.
