[Bug 453645] [NEW] Placement of .el files and .elc files differ

Binary package hint: emacs-snapshot

When I installed packages such as haskell-mode or ocaml-mode on emacs-snapshot,
.el files are placed in /usr/share/emacs/site-lisp
while .elc files are placed in /usr/share/emacs-snapshot/site-lisp.

Very confusing and it can be a consistency problem.
