[Bug 458202] [NEW] Please upgrade libatlas to the latest upstream version

We've had 3.6.0 (released in Dec 2003) since at least Hardy, while
upstream has been releasing regularly. Latest release is now 3.9.16
(17.10.2009)

Please upgrade in order to receive multiple bug fixes from upstream
