[Bug 459784] [NEW] Default proposal functionality does not work

Binary package hint: eclipse

I'm using the latest karmic version of eclipse and it works fine, except
that the proposal functionality does not work; the proposal dialogue
comes up, but it is empty, although there are possibilities to propose.
