[Bug 461368] [NEW] Network should be usable on first install

Public bug reported:

Binary package hint: network-config

When Ubuntu is installed/reinstalled, network-config should intuit network config details and pre-populate  
 /etc/network/interfaces  with "best guess"  connection settings.  

It is not reasonable to have an OS come up in todays networked
environment with a non functioning network card when defaults could
provide functionality.

We will never be able to address bug #1 if we are going to frustrate a
potential convert  right out of the box.
