[Bug 462023] [NEW] libtonezone-dev package name collision between zaptel and dahdi-tools

Public bug reported:

Zaptel has historically owned libtonezone-dev and libtonezone1.  Dahdi-
tools, a new package in karmic, tries to own libtonezone-dev and
libtonezone2.0.  Obviously, they can't both own libtonezone-dev.

I don't know yet if they're the same library or what the deal is with
it.

It's causing a FTBFS for zaptel:
