[Bug 464167] [NEW] bazaar webdav plugin fails to install at runtime

Public bug reported:

Binary package hint: bzr-webdav

The version of the bzr-webdav plugin included in Karmic is incompatible
with the version of bazaar installed by default.

This causes the plugin to fail to install when trying to access a bzr
repository over webdav.

A quick edit of version checking strings in the __init__.py file solves
the problem.
