[Bug 464925] [NEW] Broken p2 for standalone eclipse instances

The packaged version of eclipse installs software OK using p2 (after you
populate the empty software sites table).

However, standalone instances cannot install new packages and updates
because the p2 dialogues do not function.

 * In "Install new Software", after adding sites to list, selecting them
in "Work with:" droplist does not populate table with a list of updates

 * In "Available Software Sites", buttons other than "Add", "OK" and
"Cancel" do not perform their function. After pressing button, button
retains selection highlight until the second time you click elsewhere in
the sites table.

 * "Update" wizard downloads metadata and presents you with a list of
updates, but after you walk through and accept the license agreement,
the "Finish" button does nothing. Button retains focus highlight in
abnormal manner.

Tested with both a pre-existing 3.5.1 instance which was backup up and
restored to home folder, and also a fresh instance unpacked from an
archive downloaded today from Eclipse.org
