[Bug 467077] [NEW] 8.04 LTS: apache2 with mod_fcgid hangs at 100% cpu

Binary package hint: libapache2-mod-fcgid

Configuration:
apache2 prefork + mod_fcgid + mod_suexec + php5 fastcgi 

Problem:
The apache2 master process every now and then hangs at 100% cpu not accepting new connections (this takes down the whole server). Backtrace attached.

apache2-mpm-prefork:
  Installed: 2.2.8-1ubuntu0.11
