[Bug 425253] [NEW] non-installable updates are hidden instead of just disabled

Public bug reported:
Binary package hint: packagekit-gnome
When updates that require uninstalling a package are available, gpk-
update-viewer doesn't show them in the list of available updates.
(Previously, it would show non-installable updates with a "lock" icon
and just didn't let them get selected.)
Meanwhile, it still says "There are 6 updates available" even when only
3 of those are actually listed below. That's a little confusing.
