[Bug 426262] [NEW] Navigation pane has horizontal scrollbar when narrow

1. Resize the navigation pane so that it is not wide enough to show the
text of the items in it.

What happens: The pane gets a horizontal scrollbar.

What should happen: "The navigation pane should ... never have a
horizontal scrollbar. Instead, each item inside it should be ellipsized
at its trailing end whenever there is not enough room to show it
