[Bug 426123] Re: failed to complete installation of packet "secvpn(2.21+nmu1)"

Even if the bug, or the underlying causes for the bug, is not going to
be fixed (missing /etc/inittab), we need a firm description on how to
workaround this. Every upgrade or every installation causes this bug to
trigger and it is really enoying! For example: was not able to install
Adobe Reader plugin because of this bug, the installation exits before
its complete!!!!!!

I converted it to a question since the undelying bug is not gouing to be
fixed. Please revise your decision.
