This bug was fixed in the package gnome-ppp - 0.3.23-1ubuntu2

gnome-ppp (0.3.23-1ubuntu2) karmic; urgency=low

  * Allow setting more than 240 seconds of idle timeout (LP: #427690)
    - debian/patches/64_idle_time.patch: change idle time setting to
      minutes instead of seconds in src/{gnome-ppp,gnome-ppp-setup}.c
  * Fix GtkSpinButton non-zero page size warnings
    - debian/patches/65_gtkspinbutton_warning.patch: for GtkSpinButton,
      set page-size to 0 in gnome-ppp.glade.
