[Bug 429198] [NEW] Wrong system timer setting

Public bug reported:
The system timer option for realtime kernels is suppose to be 1000 but
currently it's set at 250. This is fine for servers but not for a
multimedia production kernel. I discovered this problem after installing
rosegarden and it complaining about a low system timer. You can check it
yourself by running grep CONFIG_HZ /boot/config*.
grep CONFIG_HZ /boot/config*
/boot/config-2.6.31-3-rt:CONFIG_HZ_250=y
/boot/config-2.6.31-3-rt:# CONFIG_HZ_300 is not set
/boot/config-2.6.31-4-rt:CONFIG_HZ=250
