[Bug 432930] [NEW] kgpg fails to encrypt file whose path contains non-ascii characters

Public bug reported:
when trying to encrypt a file from Dolphin context menu, if there are Chinese
characters in the path(e.g.: /home/user/文档/test.txt), the encryption will fail
with the following popup error message:
Process halted.
Not all files were encrypted.
I read the source code and thought the path was not encoded correctly
when passed to the gpg program. I filed a bug at
https://bugs.kde.org/show_bug.cgi?id=201070 and proposed a patch,
however it seems the kde team was too busy to look at it.
