[Bug 436206] [NEW] Please update libpst to version 0.6.41

Public bug reported:

1. Evolution 2.28 has a plugin -- Import Outlook .PST files that
requires libpst 0.6.41; for successful Evo usage, this package has to be
accepted, promoted to main (see bug 351577), Evolution's debian/control
updated to add libpst4-dev as a build-depends, and libpst4 as run-time
depends.

2. this package will replace current libpst packages; soname has been
bumped to 4, following upstream change in 0.6.37.

3. I still had to use get-orig-source to clean up existing ./debian, so
I am including the source.
