Explanation of the Ubuntu delta and why it can be dropped:

Debian has added Build-Depends-Indep on python-django hence can be 
synced

Changelog since current lucid version 0.6.0-2ubuntu1:

python-carrot (0.10.1-1) unstable; urgency=low

  * New upstream release
  * Add build-dependency on python-django. (Closes: #560583)
