[Bug 517283] [NEW] package should do more to configure itself

Public bug reported:

Binary package hint: davical

The davical package doesn't appear to do anything at all to configure
itself for use.  Even the included documentation doesn't provide much to
go on but a pointer to the web site.  The package should attempt to
reach a sane default working state as a result of its installation, such
as (at minimum): automatically creating the database, providing a basic
apache configuration, and a davical configuration.
