[Bug 520017] [NEW] Unable to customize layout of webpage thumbnails on "New Tab"

Public bug reported:

Binary package hint: chromium-browser

Dragging a page thumbnail to another's location does not work, thumbnail
returns to original location.  While the thumbnail is over top of
another thumbnail, there is a slight movement of the underlying
thumbnail but they do not switch locations.

This feature is working correctly with "Google Chrome", but not in
Chromium.
