Please sync pkpgcounter 3.50-5 (universe) from Debian testing (main)

Explanation of the Ubuntu delta and why it can be dropped:
Python 2.6 transition => Included in the new Debian package

  * From Ubuntu, prepare for the future python transition:
   - debian/rules: 
    + Include /usr/share/python/python.mk
    + Add $(py_setup_install_args) to setup.py install

    + Bump build-depends to python (>= 2.5.4-1~)

  * Added a README.source, as required by Debian Policy Manual section 4.14

  * Conditionally use python.mk and reduce Build-Depends of Python to
    2.3.5-11.
  * Switch to python-support.
