[Bug 502601] [NEW] Merge steam 2.2.31-5 (universe) from Debian testing (main)

 steam  (2.2.31-5) unstable; urgency=low

   * QA upload. (Closes: #474320).
     + Set maintainer to Debian QA Group <packages at qa.debian.org>.
   * Move sw.po file to correct sv.po. (Closes: #502777).
   * Add Russian debconf translation. (Closes: #552446).
     + Thanks to Yuri Kozlov.
   * Move DH_COMPAT to debian/compat and set to 5 to match debhelper.
   * Replace ${source:Version} with ${binary:Version}.
   * Add ${misc:Depends} to steam-lib for debhelper package.
   * Add set -e to maintainer scripts.
   * Replaces tetex-* suggests with texlive.
   * Add README.source for dpatch patch system.
   * Bump Standards Version to 3.8.3.
     + Fix binary-arch and binary-indep sections. (Closes: #552585).
