Binary package hint: kubuntu-notification-helper

Rationale:
This is a replacement for update-notifier-kde (in main) that fulfills the Kubuntu Lucid Development spec (https://wiki.kubuntu.org/Kubuntu/Specs/LucidDevelopment)

Should be fairly straightforward. The only thing it parses manually are
the upgrade hook files, and even then the parser is pretty high-level
and really shouldn't cause any trouble at all.
