Please sync gpa 0.9.0-1 (universe) from Debian testing (main)

Explanation of the Ubuntu delta and why it can be dropped:

The only significant Ubuntu change was adding a .desktop file. It is 
shipped by upstream now.

  * debian/copyright: Updated.
  * debian/gpa.1: Added with thanks to Arthur de Jong (closes: #89551).
  * debian/gpa.docs: Also install AUTHORS and THANKS (closes: #225286).
  * debian/gpa.install: Added.
  * debian/gpa.manpages: Added.
  * debian/gpa.menu (section): Fixed (closes: #265000).
  * debian/rules: Rewritten in parts.
  * debian/watch: Added.
