[Bug 505970] [NEW] powernod service didn't stop at ubutnu 8.10 upgrade to 9.04

Public bug reported:

Binary package hint: powernowd

Started the upgrade from 8.10 to 9.04 and mid upgrade the updater waited
for the powernowd to stop, but it never did. It tried to kill the
service but that didn't work ether, so I tried to kill it my self, but
it didn't work, so all that I could do is kill the kill process of the
upgrade, so it failed the install of powernowd and continued with the
rest of the upgrade.

1) Ubuntu release was 8.10
2) powernowd:
    Installed: 1.00-1ubuntu2
3) Expected it to shut down and be updated then restarted
4) It never sopped so it never got upgraded and didn't restart
