[Bug 507163] Re: qtoctave FTBFS: build requires "Qt version 4.5"

This package actually builds fine with Qt version 4.6, so I have changed
the CMakeLists.txt build script to accept any version of Qt >= 4.5
instead of just == 4.5.

The problem has been reported and patch forwarded upstream to Debian.
