[Bug 507423] [NEW] Please remove debian-xcontrol source and binary from Lucid

Binary package hint: debian-xcontrol

This package is FTBFS with boost1.40 (and thus will block removal of
1.38).  It is sufficiently unmaintained in Debian that it has never made
it into Testing.  It has no rdepends.

We should remove it without blacklist so that if it ever does get fixed
and make it to Testing it can come back, but for now, it should go.
