That's because of polkit missing configuration allowing to group plugdev
to call appropriate dbus method:

halevt at lawn:/home/midenok$ halevt-mount -u /org/freedesktop/Hal/devices/volume_uuid_8067a439_04b7_4964_916d_cd225626f4f2 -p storage2
