Please sync passenger 2.2.7debian-1 (universe) from Debian testing
(main)

Explanation of the Ubuntu delta and why it can be dropped:

Debian package is based on the Ubuntu's. Dependency and build-dependency 
on rubygems match as well (though settled on rubygems (>= 1.2) rather 
than rubygems1.8).
