This is usually achieved by backporting the new vmbuilder for older
release, either in PPAs, or in e.g. intrepid-backports.  I don't think
we can anticipate the needs of newer releases, and debootstrap needs to
be updated anyway (i.e. we need a debootstrap backport).

Since this is more of a process improvement, perhaps you can suggest
this on the ubuntu-server@ mailing-list instead of in a bug report?
