[Bug 509032] [NEW] timezone support: use libical (build-dependency)

Public bug reported:

libsynthesis can use libical to improve timezone support. In Ubuntu, the
package was compiled without libical, which caused problems that went
away when installing the same version of the software from
syncevolution.org.

Please add a build-dependency on libical and recompile.
