[Bug 511207] [NEW] nec2pp dependency broken

necpp:  Installed: 1.3.0+cvs20090101-1ubuntu2

runninh of nec2++ from this package leads to following error message, and exit of course
nec2++: symbol lookup error: /usr/lib/libnecpp.so.0: undefined symbol: clapack_zgetrf

Solution: instalation of atlas library, libatlas3gf-base (3.6.0-22ubuntu2) for my architecture.
In general, installing of libatlas-base-dev can solve this for all architectures, but with some 
additional files installed
