I can confirm this on an up-to-date Karmic install when trying to
install "hylafax-server" package. It seems that "hylafax-server"
requires "hylafax-client" to be installed & configured before it is
installed. When installing "hylafax-server", "hylafax-server" gets
configured before "hylafax-client" has been installed/configured.

This seems to be the important part of the error log:
dpkg: dependency problems prevent configuration of hylafax-server:
 hylafax-server depends on hylafax-client (= 2:6.0.3-2ubuntu1); however:
  Package hylafax-client is not configured yet.
dpkg: error processing hylafax-server (--configure):
 dependency problems - leaving unconfigured
 
Note that if "hylafax-client" is installed & then "hylafax-server" is installed separately after that, everything is installed fine & there is no error.

$ uname -a
Linux ubuntu 2.6.31-17-generic #54-Ubuntu SMP Thu Dec 10 16:20:31 UTC 2009 i686 GNU/Linux

$ sudo apt-cache policy hylafax-client
hylafax-client:
  Installed: 2:6.0.3-2ubuntu1
  Candidate: 2:6.0.3-2ubuntu1
  Version table:
 *** 2:6.0.3-2ubuntu1 0
        500 http://mirror.optus.net karmic/universe Packages
        100 /var/lib/dpkg/status

$ sudo apt-cache policy hylafax-server 
hylafax-server:
  Installed: 2:6.0.3-2ubuntu1
  Candidate: 2:6.0.3-2ubuntu1
  Version table:
 *** 2:6.0.3-2ubuntu1 0
        500 http://mirror.optus.net karmic/universe Packages
        100 /var/lib/dpkg/status

** Changed in: hylafax (Ubuntu)
       Status: New => Confirmed
