[Bug 512742] [NEW] guarddog blocks torrent download

Public bug reported:

Binary package hint: guarddog

when guarddog is installed and activated it blocks torrent download from
seeds even with correct configuration of ports to open.

Upon reading torrent downloader (ktorrent) log file: there is connection
timeout upon attempt at connecting to a specific ip address which is a
seed/peer.

However, when guarddog is disabled, torrent download goes fine.

Torrent downloader can connect to tracker but not to peers/seeders when
guarddog is enabled.
