Yes, that appears to work fine after removing gettext (gettext-base
remained) :

root at sheila:~# openvas-adduser 
/usr/sbin/openvas-adduser: 75: 0: not found
Using /var/tmp as a temporary file holder.

## prompts and creates user files as expected
