[Bug 514951] [NEW] Please remove sugar .84 series from lucid

Please remove this package from Lucid

Remove binary and source.

Due to the very limited resources to maintain Sugar packages within
Ubuntu we are focusing our effort on .88 series.

Rather than maintaining several series poorly, we feel it would be best
in the long term to focus on getting a single series work well in lucid.
