I think this is a duplicate of bug #500050, and can be solved the same
way posted under that entry:

It seems that you had a previous version of hamster installed locally.
This is an intended behavior of pycentral to not overwrite locally installed python modules.

You can either remove the version previously installed or set overwrite-
local=1 in /etc/python/debian_config .
