Thank you for reporting bug in Ubuntu. I believe you haven't installed
optional suggested packages for the functionality you want to have.

$ apt-cache show dhelp | grep Suggests
Suggests: httpd, info2www, man2html, lynx | links | w3m | html2text, catdvi
$ apt-cache show dhelp | grep Version
Version: 0.6.17ubuntu1

So if you optionally want info and man accessible when running dhelp on
localhost server install httpd info2www and man2html.

Tested on Karmic.
