This seems to be related to the fact that gnome-screensaver has a control.in file, and it is what is updated:
$ diff ./old/gnome-screensaver-2.30.0/debian/control gnome-screensaver-2.30.0/debian/control
$ diff ./old/gnome-screensaver-2.30.0/debian/control.in gnome-screensaver-2.30.0/debian/control.in 
4c4
