[Bug 841981] [NEW] [setup-packaging-environment] Use python-software-properties to manage /etc/apt/sources.list

Public bug reported:

Currently setup-packaging-environment asks the user to set up various
bits and pieces in /etc/apt/sources.list with the help of software-
properties-gtk. Maybe it'd be easier to use python-software-properties
directly to ensure that all the correct settings are used.
