[Bug 1012458] [NEW] carve out distro information to distro-info package

Public bug reported:

the pbuilder-dist package includes hard-coded information about Ubuntu
distribution releases in /usr/share/debootstrap/scripts/ and possibly
other places . This volatile information should be carved out to and
maintained in the distro-info package instead.
