[Bug 1166766] [NEW] [sponsor-patch] used wrong distribution in the changelog

Public bug reported:

bug 1163999 has quantal.debdiff and precise.debdiff. After selecting
matching ubuntu task & patch (e.g. quantal & quantal.debdiff) the patch
was applied on top of quantal package version, but the changelog entry
was done for "raring" instead of "quantal".

"quantal" is the correct target distribution for Quantal SRU, now that
we have redirection in place.
