[Bug 1314076] Re: pbuilder-dist: Local archives othermirror overridden by later othermirror

Added to commits to the bug.

The first one (rev 1421) collapses all --othermirror configuration in
one place.

The second one adds support for a -backport archive in the local
archive. This is hand when backporting packages with the
'backportpackage' tool.
