[Bug 1807992] [NEW] [syncpackage] ignores wildcards in blacklist

Public bug reported:

I noticed that wildcards in the sync-blacklist are sufficient to block
auto-syncing of packages, but it doesn't block syncpackage from syncing
those packages.

I noticed this because of the haskell blocks.
