Hi,

I have a similar problem, on some boots some services doesn't start
(actually it happened for only one service) because it isn't detected
at all.
This service is located in a subdirectory of /etc/event.d and when I
say upstart doesn't detect it it is because it doesn't appear in the
initctl list command.

the upstart version : 0.3.8
