Upstart and System Events

What is the plan for System Events in Upstart.
What I mean by System Events are things like
   1. registering and receving notifications filesystem changes through
inotify.
   2. Hardware insertion/removal events.
   3. Others. 
 
What is the thinking on how these should be integrated with job file
definitions. I inotify for example works for reloading job files.
But i can't write job file that reacts to changes in some arbitrary file
or directory.
 
Is there a plan? Is there agreement on a direction, that we could help
with?
